The Jacksonville Neighborhood Improvement Services Advisory Committee met on October 26, 2026. Staff reviewed the CDBG-funded demolition program, which assists eligible property owners with removing vacant, unsafe or dilapidated structures within city limits. Assistance is capped at $10,000 per structure, including environmental testing and asbestos removal; commercial demolition is not funded through CDBG. Property owners must clear relevant debts owed to the city, and qualifying projects may be wait-listed when the annual budget is exhausted. Staff also noted that city departments, including Streets and Inspections, help coordinate work and manage costs. No demolition contract awards or spending motions were presented.

Staff announced community input sessions to help shape the approximately $368,000 FY 2027–28 annual action plan, as well as a November 5 workshop for developers, contractors and administrators on working with the city from bid through project completion. A nonprofit funding workshop in December will be mandatory for organizations seeking to apply for the city’s FY28 funding cycle. The committee also discussed housing rehabilitation and homebuyer programs. The agenda and prior meeting minutes were approved; no procurement award or final allocation of the announced funding was made.
