The City of Rockford Planning and Development Committee and City Council proceedings, held October 26–27, 2026 (the transcript calls the Council meeting on October 26; metadata lists October 27), covered capital projects, grants, purchasing, and proposed data-center regulations. The committee advanced a resolution to begin public review of draft data-center zoning rules at the November Zoning Board of Appeals hearing; this was not a vote on final regulations. The discussion covered proposed requirements for water conservation, stormwater, noise, setbacks, infrastructure costs, transparency, and decommissioning, as well as requests for additional stakeholder input, including from the Forest Preserve District. The committee also approved annexation of land for a solar development following its renewable-energy award.

Procurement and funding actions included approval of a $30,000 annual noncompetitive anti-deicing liquid contract with S&I Solutions; emergency salt purchases of $1,216,100 from Compass Minerals and $550,000 from Salt Exchange Aurora; a $264,000, two-year architectural services agreement with Larson and Darby for Fire Station 10 renovations; and authority to contract for street-lighting and well-pumping electricity from the lowest-cost supplier for up to three years. The Council approved $500,000 in grant funding for the Family Peace Center property and accepted a $45,000 medical-respite grant, while the 2027 budget was laid over for further discussion. It also approved $15,281,771.42 in vouchers. Separately, RAVE reported a $104,000 profit directed to capital reserves and ongoing venue upgrades; its presentation was informational.
