At its regular October 26, 2026 meeting, the Mobile County Commission addressed several procurement and infrastructure items. The commission took up motions to award Brim Construction Group the Government Plaza South Tower roof-drain repair bid for $179,114; approve a $131,938 increase to Ben M. Radcliffe Contractors’ Bayou Battery City Docks contract, bringing it to $25,257,490; and approve a $43,500 decrease to Viking Dredging’s Salt Air shoreline restoration contract, bringing it to $7,436,501. It also authorized advertising and receiving bids for the Dauphin Island Causeway and Salt Air shoreline restoration project. Other spending items included a $7,250 arbitrage-rebate agreement with Hilltop Securities, a $50,000 CDBG subrecipient agreement for eligible residents’ roof replacements, and renewals for Microsoft 365 backup, CivicPlus digital agenda management ($19,879.36), and a Propeller subscription ($999). A Sharp copier lease for Cypress Creek Golf Course was also listed at $128.10 per month. Motions and seconds are recorded in the transcript, but it does not provide vote tallies.

County Engineer Kim briefed commissioners on the upcoming Pay As You Go ballot program: approximately $82 million for 39 roadway projects covering about 90 miles, including reconstruction, resurfacing, bridge work, paving, widening, and intersection improvements. She explained that the program requires bond language under the governing amendments, but described the established approach as paying the debt off with available funds rather than creating new debt or taxes; projects are limited to those approved by voters. Public comment also raised uncertainty about future funding and services at the Saraland library, including the library director’s request for level funding and ongoing discussions with the city; no commission funding decision was recorded. The meeting also included breast-cancer-awareness and employee-service recognitions, and the subsequent Indigent Care Board accepted a report on fund receipts and balances.
