🏗️ Construction & Infrastructure 🚨 Public Safety Physical Infrastructure Grants & Funding

At the Billings City Council regular meeting on October 26, 2026, the council approved stormwater system development fees, effective January 1, 2027. The one-time fee is $967 per equivalent residential unit for a single-family home, with rates for other property types; the city estimates annual revenue of $800,000–$950,000 for growth-related stormwater capacity projects. The council also conditionally approved up to $585,092 in Downtown Urban Renewal TIF assistance to LDH Properties LLC for improvements at 213 North Broadway. That motion passed with Council Members Neese and O’Donnell opposed. The applicant described a downtown renovation intended to accommodate Edward Jones and additional employees.

The council approved the consent agenda, including a $164,000 Justice Assistance Grant application shared with the Yellowstone County Sheriff’s Office. The proposed Billings Police Department purchases include patrol-SUV equipment, less-lethal equipment and munitions, ballistic protection, inventory-management software, and uniforms; public commenters raised concerns about possible immigration-enforcement cooperation, while staff and the city attorney said the application specifies the requested uses and that a change would require federal coordination. Other funding and capital updates included Riverstone Health’s federal SAMHSA mobile-crisis grant, with implementation planning underway, and upcoming budget amendments and capital improvement planning. The council also received updates on Wilson Park, Dealer Park, and Wickes Lane construction.
