The Shelby County Board of Commissioners’ regular meeting on October 26, 2026, approved several procurement and spending items through the consent agenda, which passed 12–0. These included purchase orders for asphalt materials from Standard Construction Company (up to $555,000) and limestone and screened sand from Fullen Dock and Warehouse LLC (up to $653,000); emergency lighting services for the Fire Department from Comm Services LLC (up to $100,000); and a $10,027,114 contract with the University of Tennessee Health Science Center for forensic center services. The board also approved a $130,000 four-year public officials’ bonds purchase from WTW, a $100,000 temporary staffing contract with Trifecta for the Health Department, and a four-year Register of Deeds Archives lease capped at $120,000. Other approved funding included $6,000 for a midwife preceptorship program, up to $150,000 for outside legal counsel at $250 per hour, and $61,000 in grants for Thanksgiving food assistance. A proposed $865,990 extension for Sheriff’s Office uniforms and training gear was withdrawn at the Sheriff’s Office’s request.
The board deferred to November 18 a request to appropriate up to $1.3 million in capital-improvement funds for Protiviti Government Services’ Oracle ERP/HCM optimization and modernization work. Commissioners requested a clearer scope of work, user-satisfaction information, and details on unresolved system issues before voting; staff described Protiviti as the replacement implementation partner and said the work would continue an already-budgeted project. The board also deferred a proposed data-center development standards ordinance and a related temporary moratorium for further review and community input. A resolution to withdraw the Commission from litigation concerning state oversight of Memphis-Shelby County Schools failed, 4–8; speakers cited the county’s prior $200,000 commitment to the litigation and competing priorities for taxpayer funds.
