The Higley Unified School District Governing Board meeting, titled Oct. 27, 2026, included a public hearing and discussion of the FY2026 maintenance and override update and FY2028 budget projections. The district reported roughly $9.3 million in override funding for FY2026 and projected the remaining override would phase out in FY2028, removing about $14.1 million annually. Administrators said the district’s carryforward balance was about $16 million—roughly two months of spending—and that continuing current spending could exhaust savings; possible further budget and staffing reductions will be developed for board discussion in November and December. The board also discussed facility costs, including chiller and cooling-tower rentals, and the need for longer-term financial and facilities planning. No FY2028 reductions were approved at this meeting.

The board approved a bond-refunding and restructuring resolution by a 4–0 vote, authorizing the administration to work with Stifel on a potential transaction involving approximately $25 million of callable debt. The presentation estimated about $2.1 million in savings after fees over the life of the transaction, with net present-value savings estimated at about $260,000; the district said it would not proceed if projected savings fell below $1 million. The proposal would accelerate repayment and keep the bond tax rate above the projected “do nothing” level, while still below the current rate. The board also approved overnight and/or out-of-state staff travel to NASP by a 3–1 vote. Consent agenda items 6.1–6.14 were approved; no individual procurement details were provided for those items.
