The City of West Bend Common Council meeting on October 19, 2026, included a procurement award and consideration of the 2027 capital plan. The council approved Contract 2606, awarding Black Earth Pavement $82,465 to reconstruct and expand the municipal airport public parking lot, including storm sewer and concrete work. Two of five bids were deemed non-responsive; references for the apparent low bidder were positive. Because of the late season, the contractor agreed to perform the work the following spring while holding its bid prices. The council also approved the proposed 2027 capital budget and five-year plan, with more than $2.7 million—about two-thirds of the levy- and borrowing-funded capital budget—focused on roads. Planned projects include replacing the airport’s fuel farm, repairing library siding, and replacing Regner Park play structures and updating its splash pad. A separate resolution allocated proceeds from the sale of the city’s share of the UW Washington County campus to road mill-and-overlay projects, including Park Avenue, Jefferson Street, Salisbury Road, and portions of Kester Lane.
The council formally accepted and appropriated $1.2 million in Wisconsin non-state grant funding and approved a resolution seeking Washington County Shared Services Grant Program assistance for countywide fire and EMS services; the latter resolution included language addressing local control and development of performance measures. During 2027 budget discussions, officials reported negotiated health-insurance savings of nearly $253,000 for the general fund and up to $293,000 across all funds, while the proposed tax rate was updated to $6.96 per $1,000 of value. Proposed taxi-fare increases remain subject to a separate public hearing and approval process, and the operating-budget hearing was scheduled for November 9; the budget was not finally adopted at this meeting. The Bid Board also reported that applications for its facade grant program would open the following day.
