At the DeKalb City Council’s regular meeting on October 26, 2026, the council approved a four-year successor labor agreement with Fraternal Order of Police Lodge 115, effective January 1, 2027, through December 31, 2030. The agreement includes wage and step-schedule adjustments, 4% cost-of-living increases in the final two years, and reimbursement for firearms-range membership costs up to $250 per employee. The council also approved a $60,000 TIF development agreement for renovations and life-safety improvements at 220 North Third Street; the resolution passed 3–1, with the mayor recusing himself. The city manager recommended keeping the combined property-tax levy for police and fire pensions at last year’s $8,979,039 level, with the difference between levy revenue and the full pension obligation covered by general-fund reserves.
The council unanimously approved a purchase of an Axon Air Skydio R10 drone package from Axon Enterprises, not to exceed $43,042 over five years; a federal grant will cover approximately $29,000, with the city paying the balance in installments. It also approved submitting a funding application that includes nine replacement transit buses—seven diesel and two hybrid—and potential transit-facility and vehicle-wash costs; the city expects to seek bids for facility work. Additional approved spending included $58,829 in CDBG public-services subrecipient agreements for April 2026–March 2027. The consent agenda, including accounts payable and payroll of $3,651,416.59, was approved. No vendor award for the proposed buses or facility work was made at this meeting.
