The St. Charles Parish Council held its regular meeting and FY2027 budget hearing on October 26, 2026. The council unanimously adopted the consolidated operating and capital budget as amended. Amendments included $100,000 for fortified-roof grants, $85,000 for home-elevation grants (including $50,000 in recognized cybersecurity grant revenue and $35,000 in administrative budget reductions), and a further $60,500 for home-elevation grants. Other reallocations included $31,500 for community home-repair and food-bank support, $63,000 for Parquet Park restrooms, and $6,610 for the Prime Time Seniors program. The council also reduced the 2026 transfer to the Roads and Drainage Fund by $250,000 to begin building the general fund minimum balance toward $10 million; the reported balance after amendments was $7.25 million.

Procurement and infrastructure actions included unanimous approval of a final change order for the Kindler Lift Station Replacement Project (contract S220801), decreasing the contract by $34,677.75 and reducing contract time by 141 days. The council approved a contract with Madden Gulf Coast LLC for the Willowdale Boulevard overlay and widening project, P240602; the amount is garbled in the transcript but appears to be approximately $1.505 million. It also approved a cooperative endeavor agreement accepting $200,000 in state funding for the next phase of the Des Allemands bulkhead. The Parish President reported that the approximately $3.6 million Ormond Shopping Center drainage project was about 35% complete, with full closeout expected in the first or second quarter of 2027. Engineering reported nearly $12 million in 2026 Public Works projects and a current pipeline of roughly $90 million in capital projects. Council members discussed establishing consistent public-notice timelines for contract resolutions, including consideration of newspaper publication; no new standard was adopted. A proposed industrial rezoning was postponed indefinitely and referred back to the Planning Commission.
