The City of Muskogee’s Municipal Authority, Redevelopment Authority, and City Council meetings were held October 26, 2026. The authorities and council approved their respective claims and approved agreements with Public Law Finance Group for bond counsel and Municipal Finance Services, Inc. for financial-advisor services related to financing the city’s inverse-condemnation judgments. Officials discussed a judgment balance of about $29.25 million, accruing interest of $7,000 per day, a possible bond issuance starting in November with an estimated four-to-five-month process, and exploration of short-term bridge financing. Both agreements passed; the transcript does not state their fees. Council also approved a water-line project under Highway 165, with Bolding Construction identified as the lowest and best of eight responsive bidders; the project is supported by a P3 grant, the Economic Development Authority, and Georgia Pacific, though the contract amount was not audible in the transcript. TLS Group, Inc. was approved to install traffic radar at two Highway 69 intersections for up to $140,000 using the existing traffic-signal maintenance contract and 2019 sales-tax funds. The council also approved a Kubota skid steer from Stewart Martin Kubota for $89,873.32 under Sourcewell contract 112-624, funded from the stormwater account, and declared city property—primarily older computer and IT equipment—surplus.
Other actions included rezoning and plat approvals for the privately developed 176-acre Legacy Park project, planned for about 450 homes, and final-plat approval for Fifth Dimension Food and Fuel. The city amended its smoking and vaping ordinance and noted plans to apply for two TSET grants totaling $700,000; these were grant applications, not awards. Council approved a National Park Service-related document for final grant reimbursement. In executive session follow-up, it approved a grant application motion for an economic-development matter and directed HR to proceed with negotiations discussed in closed session. No specific vendor award or expenditure amount was provided for those executive-session actions.
