Cleveland City Council meeting, October 26, 2026: Council advanced several procurement and capital-project items. At first reading, ordinances were referred for review covering claims-audit services for Anthem Blue Cross Blue Shield and Medical Mutual; HUD-funded housing programs; a fire-facility energy-conservation project using a guaranteed energy-savings contract with Lopardo Energy and owner’s-representative services from NV5; renovation work at 2001 Payne Avenue; and purchase of an airport rescue-and-firefighting incident command vehicle. Other second-reading items included airport rescue and firefighting certification training from Fire Force Inc., fire-truck repair and maintenance with Sutphin Corporation, and signal-support poles. The council also passed ordinances authorizing a city agreement with Reserve Care for a regional convening project, funded with Ward 10 casino revenue, and amending salary classifications.

On second reading, the ordinance authorizing reimbursement to the Cleveland Browns for emergency repairs at Huntington Bank Field failed, 6–7. The Brook Park Road resurfacing ordinance passed 8–5, amid disagreement over the Browns’ move and how limited state funding should be prioritized; Stokes Boulevard resurfacing passed 12–1, and the other listed second-reading measures passed 13–0. Public commenters urged council to extend a moratorium on hyperscale data centers and raised concerns about the city’s planned 2027 automated license-plate-reader contract and possible vendors. No vendor selection or new ALPR contract was approved at this meeting.
