The Aurora City Council’s regular meeting on October 26, 2026, included procurement- and funding-related actions alongside extensive public comment on data centers, policing, water, and housing. Council unanimously approved a homeless-services funding recommendation for Three Birds Alliance using marijuana-generated revenues; staff said the funding would cover shelter staffing, food, supplies, utilities, and operating costs, and described monitoring occupancy, exits to permanent housing, and length of stay. Council also unanimously approved an ordinance establishing an internal self-insurance fund ahead of the City’s January 1, 2027 transition of employee health plans from fully insured to self-funded. A speaker cited a projected 2027 fund budget of $12.4 million; no contract award or purchasing decision was identified. The consent calendar was approved with one item removed for separate consideration, and the removed Three Birds Alliance funding item was then approved unanimously.
Council adopted a rule change, by a 6–4 vote, generally requiring proposed legislation to proceed through policy committee and study session before a regular meeting, with specified exceptions. A motion to suspend the rules and reconsider the previously rejected data-center resolution R2026-97 failed, 6–5, so the proposed moratorium was not considered; the mayor said he would bring the motion back at a future meeting. The consent calendar covering resolutions and ordinances 12A2–12B2 passed unanimously; public comment described item 12B1 as restricting data centers in certain zoning districts. Speakers also raised the $848,000-per-year Flock Safety contract, a reported $4 million IntegraAssure monitoring contract, and an oil-and-gas lease, but the transcript shows no council action on those matters. No RFPs, vendor selections, or other contract awards were identified.
