The Moreno Valley Unified School District Board of Education regular meeting on October 27, 2026, included several facilities and funding actions. The board approved, by a recorded 6–0 vote, a resolution authorizing an easement to the City of Moreno Valley for public pedestrian access at Bear Valley Elementary. It also approved a resolution authorizing an application to the Career Technical Education Facilities Program for a project at March Mountain High School (5–0), and adopted an energy, water, and indoor-air-quality facilities policy and related resolution tied to the Go Green Initiative’s stated initial $1,000 allocation (5–0). The consent agenda was approved with contract M3B/A26-27-0199 pulled for separate consideration; the amended contract action was then approved, with one abstention recorded. No new competitive solicitation or vendor award was reported. Staff said extending a contracted middle-school water-polo program could exceed the bid threshold and agreed to develop a fuller review of costs, facility and schedule impacts, and equity considerations for board discussion.
Special education services and classroom conditions were the meeting’s principal public concern. Parents, staff, and the educators’ association called for smaller class sizes, trained instructional aides, added support, and implementation of IEPs. The superintendent said the district had contacted School Services of California about an external special-education audit covering operations, instruction, staffing, and IEP practices; the estimated cost discussed was approximately $99,000–$150,000, with availability to begin around March. The audit was not presented as an awarded contract. The board also requested further consideration of special-education funding in the December interim budget report. Separately, the board held a first reading of a conflict-of-interest bylaw update reflecting new legislation and approved other policy actions, including energy and indoor-air-quality requirements for school facilities.
