The Deschutes County Board of Commissioners meeting on October 26, 2026, included an annual update from the Four Rivers Vector Control District. The district reported fewer resident calls, faster responses, use of drones to treat mosquito areas, and improved financial oversight through an outside bookkeeper and auditors; it noted that a 24-hour call service cost less than $1,000 for the summer. No contract award or purchasing action was considered. The Board also approved a motion to sign three letters concerning Silver Rail Elementary, and later entered executive session for labor negotiations.

The Board held a remand hearing on a comprehensive plan amendment and zone change, discussing parcel-size limits, historic irrigation and water availability, density, the urban growth boundary, and the required site-specific analysis. The Board closed the oral portion and left the written record open; no final land-use decision was made at this meeting. Work sessions prepared for appeals involving Thornburgh Destination Resort proposals, including an irrigation pump station, golf-course restrooms and snack bars, practice facilities, and subdivision modifications. These were private development applications, not county procurements. Overall, no procurement activity was identified.
