Hoover, Alabama City Council meeting, October 26, 2026: The council approved its consent agenda, which included several spending and contracting actions: agreements for governmental relations, strategic marketing, hospitality business services, actuarial analysis, and fire-department data management; additional inspection and program-management expenditures for the NCFI expansion; and an emergency contract with Kevin Miller Development for the Riverchase force-main replacement. The council also approved a bid for Glenwood Road storm-sewer improvements, reported at $350,686. A completed Highway 31/Lorna Road drainage project cost $2.282 million, below its $4.5 million budget. Green Valley Phases 1 and 2 and Lester Lane drainage projects were scheduled to be advertised for bids on October 28. The city reported investing more than $600,000 in technology and network equipment and specialized cybersecurity services through a partnership with Auburn University’s McCrary Institute and the Alabama State and Local Cybersecurity Grant Program.

The council received an update on stormwater capital planning and the city’s infrastructure assessment, and discussed strengthened financial controls and purchasing oversight, including updated requirements for federally funded purchases. Staff said those changes addressed an audit finding related to federal funds. The meeting also included applications for park grants and other routine business. No separate vote on the proposed transit expansion was identified; the transit authority presentation recommended forming a city transportation committee to explore service improvements, including microtransit.
