🏗️ Construction & Infrastructure 🚨 Public Safety Physical Infrastructure Grants & Funding

The City of Winter Springs City Commission’s regular meeting on October 26, 2026, included procurement and infrastructure updates. The commission approved the consent agenda 4–1, including police vehicle purchases that a commissioner had proposed postponing until after the election and a clearer budget outlook. The purchase items were reported to total $243,594; the discussion identified a roughly $67,000 F-250 to tow police trailers, including a 13,000-pound command-post trailer. The vehicles were already budgeted in FY2027. In his annual report, the city manager said Wharton Smith had been selected as construction manager at risk for the East Water Reclamation Facility and described state revolving fund loans for wastewater projects. He also cited a 10-year utilities capital plan identifying about $34 million in projects, approximately $260,000 in park impact fees for field lighting, NRCS funding for stormwater and creek work, and a submitted $450,000 grant application for the Lake Jessup Boardwalk.

The commission passed a motion 4–1 to end discussion of a proposed police department cost comparison, so no comparison with the Sheriff’s Office was presented. It also voted 3–2 to direct staff to review proposed whistleblower-policy revisions for legal issues; no revised policy was adopted at this meeting. Other actions included approval of a backyard-chicken ordinance on second reading and approval of a dental office site plan and related development waivers. The commission agreed to plan a strategic-planning workshop for early 2027.
