The October 27, 2026, Post Falls Parks, Recreation & Urban Forestry Commission approved the proposed cost-recovery methodology and policy. The framework classifies programs by their individual versus community benefit to guide fees and tax subsidies; staff said the City is working with Finance to calculate full program costs, including overhead, beyond the direct costs tracked to date. The commission also approved the Montrose Sports Complex master plan (Concept A), which includes two additional softball fields and a layout designed to accommodate 380 additional parking stalls alongside 112 existing stalls. MTLA served as the design consultant. A commissioner raised the need for a full-size baseball field, and staff said the site plan does not accommodate one but the City is looking for other locations.
For playground procurement, the commission evaluated proposals through an RFP scoring process. Crown Reserve’s D design received the highest score at 88 points, and Foxtail’s B design was selected with 90 points; staff said the playground contract would go to City Council, with installation targeted for winter. The stated maximum budget was $95,000 per playground, including equipment and installation. Staff also reported ongoing park construction, including the City’s planned completion of Crown Reserve Park’s playground, shelter, and restroom next year. The commission discussed renaming Crown Reserve Park after former Mayor Frank Henderson; staff will verify that the name meets policy requirements and return with a recommendation, while Council has final authority. No other specific procurement actions were identified in the urban forestry report.
