The City of Burnsville Planning Commission met on October 26, 2026, and received a kickoff presentation on the 2050 Comprehensive Plan. The plan is a roughly two-year effort required under state and metropolitan planning rules, with a draft due by December 31, 2028. Stantec is assisting the city with the plan; staff said the City Council authorized Stantec for this work in March 2026, and its scope also includes reviewing plans from neighboring communities. No contract amount was stated, and the Commission took no procurement-related vote at this meeting. Staff is preparing an RFP for a separate community-visioning consultant, with selection and project work expected to proceed alongside the comprehensive-plan process.
The plan will address land use, housing, transportation, infrastructure, climate, and community development, and is intended to inform future planning decisions and capital investments. The Commission is expected to serve as a steering committee, reviewing policy goals and developing implementation recommendations for Council review. Staff and Stantec described plans for broad and targeted public engagement, including outreach to youth, small businesses, and residents less likely to attend public meetings. The Commission also approved its agenda and prior meeting minutes; no other new spending or procurement actions were identified.
