The Public Safety Committee of RCTV met October 26, 2026, and received reports from Fire & Rescue, the Sheriff’s Office, PAWS, Risk Management, Recovery Court, Probation, the Correctional Work Center, Emergency Management, Juvenile Detention, and EMS. The committee approved two Sheriff’s Office position reclassifications funded within the existing budget, and approved a Recovery Court BJA grant budget reallocation; the grant has no local match and its performance period was extended through 2027. Emergency Management presented a $645,000 annual grant budget amendment described as fully reimbursable by the federal government and supporting law enforcement, fire, and EMS. The committee also approved EMS’s application for a regional grant for a rural prehospital blood-transfusion program: officials estimated a potential award of about $50,000 and equipment costs of approximately $59,000, with acceptance subject to further review. No contract awards or vendor selections were identified.
Public comment raised concerns about PAWS’ euthanasia practices and a prior animal-trapping incident. The director described shelter intake and behavior-assessment procedures, said internal review led to staff discipline and revised trap-loan guidelines, and stated that an independent review found no basis for further charges. Other discussion covered staffing vacancies, jail capacity and inmate transfers, emergency preparedness planning for county buildings, and updated Local Emergency Planning Committee bylaws, which the committee approved. Fire & Rescue also reported that the state did not apply for a smoke-alarm grant this year, so free alarms were unavailable.
