The City of Coeur d’Alene General Services/Public Works Committee met on October 26, 2026. The committee recommended that the City Council approve a memorandum of understanding with Panhandle Parks Foundation to establish a permanent John Morrison memorial at or near Independence Point, with the foundation holding privately raised funds for the project. It also recommended amendments to municipal code provisions on cemetery operations and management, including updating the allocation of cemetery funds from a 50/50 split to 30% for maintenance and 70% for the permanent cemetery investment fund. Both recommendations passed by voice vote; they were recommendations for Council action, not final approvals.
The committee discussed special-event fees and city service costs, estimated at about $43,000 annually for major events, and considered revising event categories, charging event parking fees, and exploring additional event agreements; staff was asked to bring the matter to the full Council for review. Staff also presented proposed fee amendments for a November 3 public hearing. Changes include parking fee adjustments and other department fees, with an estimated $100,000 in additional parking revenue overall. The committee voted to advance the fee proposals to that hearing. No procurement award or vendor selection was made; existing event agreements with organizations including the Chamber of Commerce and Downtown Association were discussed.
