The Lebanon City Council meeting on October 26, 2026, included several infrastructure and spending actions. Council approved a $15,000 time-block agreement with Heartland Business Solutions (HBS), which staff estimated would save $60,000–$65,000 through the end of the fiscal year. It also approved an estimated $195,500 in street-construction materials for Flatwood Subdivision Phase 3 and Arrow Landing Subdivision Phase 2, and approved payment for four Route 66 sign changes on I-44 performed through a MoDOT contractor; the cost was reported as approximately $37,000. Council approved a budget amendment for the West Fremont Road sidewalk project, covering about 3,675 feet of sidewalk and an estimated $100,000 in construction. A proposed subdivision rule requiring sidewalks on at least one side of new streets was postponed to the November 23 meeting for revisions.
Staff reported that airport taxiway and apron repairs by Emery Sapp & Sons were completed under budget while keeping the airport open. The project’s construction budget was reported as $803,903.83, with the final construction figure transcribed as approximately $773,330; federal contributions totaled $1,029,844 and the city share was $61,001.57. Council also approved an agreement for the Laclede County Sheriff’s Office to conduct monthly external audits of the police department’s automated license plate reader use, with possible licensing costs to the city. Staff previewed a draft data-center ordinance that could require developer-funded environmental studies and additional review, but no data-center proposal or related spending was approved. Staff also identified a proposed $1.5 million animal-shelter project using capital-improvement sales-tax funds and a future utility-billing-system replacement in the FY 2028 capital plan. Public comments focused heavily on data centers, surveillance cameras, the YMCA, city spending, and transparency.
