City of La Porte City Council meeting, October 26, 2026. The consent agenda included several procurement items: Neptune meters and parts from Core & Main, not to exceed $455,500; Databox hardware and software support, listed at approximately $146,673, through cooperative contract DIIR-CPO5347; a coordination and technology center vehicle from Tech Ops Specialty Vehicles for approximately $360,500 under HGAC contract FS12-23; Fireburn building rehabilitation by Fireblast Global for $720,281.65, plus a $50,000 contingency, using Sourcewell contract 102325-FR; and vehicle and equipment purchases through cooperative contracts totaling approximately $1.645 million. The agenda also included up to $10,000 for a Rotary Foundation sponsorship. Council moved to approve the consent agenda but pulled item 6I, a bid award to Brooks for Bay Forest golf cart path replacement, after receiving input from the EDC; no separate decision on that item is captured. The city presented an RFP for delinquent tax collection services (RFP 27501), with proposals from Linebarger and Purdue Brandon Fielder Collins & Mott. Staff said an additional notice was required, so council took no action and expected the item to return November 9.

TxDOT presented its ongoing $107 million SH 146 widening project, with completion estimated for late 2028. Council members raised concerns about traffic safety, construction oversight, work-zone lighting, closures, and delays, and requested improved communication and a progress update, potentially at the January meeting. A presentation on the city’s tax increment reinvestment zone described roughly $9 million in projected capital-project spending for the next fiscal year and available funding for city, school-district, and community improvements. Council also adopted ordinances amending home-occupation rules to conform with state law and creating administrative procedures for lot consolidations and lot-line adjustments. No procurement action was taken on the proposed city hall art and design enhancements.
