The October 26, 2026, Barnstable County Assembly of Delegates Standing Committee on Finance discussed the potential transfer of funds from the general fund under Resolution 26-08. The County Administrator recommended preserving enough unreserved fund balance to manage early-fiscal-year cash-flow needs, including approximately $11.5 million in upfront expenditures, and said that after the FY2026 audit is completed, a portion of available funds could be allocated to stabilization funds. He cited nearly $80 million in deferred capital needs, an emergency stabilization balance of a little over $1.5 million, and a revenue contingency stabilization balance approaching $15 million. No transfer or other spending action was voted on at this meeting.
Members discussed the timing and criteria for transfers, the appropriate balance to retain in unreserved funds, and possible overlap among the county’s five stabilization funds, including general, emergency, revenue contingency, capital, and PFAS funds. The committee and administrator agreed that clearer purposes, use guidelines, and allocation metrics are needed. The administrator will research the funds’ history and return with proposed financial-policy revisions within 30 days. No procurement activity, contract award, bid approval, or vendor selection was identified.
