The Jacksonville Beach Community Redevelopment Agency met on October 26, 2026. The board approved Resolution 2027-01, appropriating downtown CRA year-end fund balances to projects in the five-year plan, and Resolution 2027-02, amending the South End CRA capital budget. The CFO said the downtown plan uses available funds for planned projects and that the South End is returning 50% to taxing authorities; future South End returns could increase because no additional projects are planned beyond the five-year CIP. A South End utility redevelopment project remains funded pending a Public Works study, with funds to be returned if the project is found unnecessary. Construction of the low-speed-vehicle parking lot is not yet in the five-year CIP; staff said it may require a later budget amendment once probable costs are known. The discussion noted a planned project exceeding $13 million and an increase from $5.3 million to $8.2 million in its appropriation, while emphasizing that estimates may change when bids are received.

The board also approved continuing the Southern Group’s services for fiscal year 2027 through a piggyback contract and authorized staff to execute it; no contract value was stated. Staff described support including work on a public-private partnership (P3) proposal and CRA activities. Public review of P3 proposal scoring is awaiting legal guidance on the cone-of-silence rules to confirm the process complies with procurement requirements. The board also revisited identifying ownership of a walkway between Beach and First streets before deciding how to proceed.
