The City of Cleveland Heights Council Committee of the Whole met on October 26, 2026. OHM Advisors presented the near-final draft of the city’s 15-year Parks, Recreation, and Open Space (PROS) Master Plan; council members have two weeks to provide further comments. The plan proposes park accessibility and safety upgrades, maintenance and tree-canopy investments, improved trails and wayfinding, and recreation-facility improvements. Cumberland Pool renovation is underway, and construction of a skate park project described as nearly $1 million is scheduled to begin in November. The discussion also referenced the city’s planned $3 million investment in Horseshoe Lake Park and potential grant funding for future park work. No new contract award or procurement vote was made; the presentation was for planning and recommendations.

Council reviewed proposed amendments to the city code, which are expected to receive a first reading the following week, and discussed the city’s financial position and upcoming budget process. The financial report showed $84 million in all-funds revenue and $85 million in expenditures, and cited capital spending for police cruisers, mobile data terminals and computer upgrades, street resurfacing, and sewer infrastructure. Cane Park reported a net operating profit of $278,000 through September 30. The city also described hiring and vehicle-purchase restrictions intended to manage spending. No spending or procurement approvals were taken during the meeting.
