🚨 Public Safety 🚚 Transportation

The Cleveland Heights Public Safety and Health Committee of Council held a special meeting on October 27, 2026, focused on school-zone traffic safety and the possible use of automated speed enforcement. City officials presented preliminary speed data from Cedar Road and Monticello Boulevard showing substantial speeding while school-zone lights were active. The committee heard from Police Chief Chris Britton, the municipal judge, residents, school and transportation representatives, and vendor Sensys Gatso Group. The vendor described a turnkey program it said would be self-funded through citation revenue, with the city setting locations, operating hours, speed thresholds, data-retention rules, and approving citations. No vendor has been selected, no contract or spending authorization was proposed, and no vote was taken. The city said further study and community input are needed; the Transportation and Mobility Committee supports exploring the technology, and speakers urged the city to consider issuing a formal RFP to compare vendors.

Discussion covered potential court and administrative costs, citation review and appeals, signage and warning periods, privacy and data security, equitable placement across public and private schools, and the need to verify school-zone signs and operating times. The judge emphasized due-process protections and noted that implementation could require court-system integration and additional clerk capacity. Residents and officials also raised complementary measures—including speed tables, improved signage and crosswalks, crossing guards, traffic-pattern changes, and pedestrian and bicycle infrastructure—and some questioned the effectiveness and privacy implications of camera enforcement. Council indicated it would continue evaluating the issue, related costs, and broader traffic-safety needs; no procurement decision or spending action was made.
