🏗️ Construction & Infrastructure 🚨 Public Safety Physical Infrastructure Grants & Funding

The Rock Island City Council meeting on October 26, 2026, included a presentation of the proposed 2027 capital improvement budget. Staff reported $18.2 million in requested projects, equipment, and vehicles, with $14.7 million recommended—$4.7 million above the 2026 capital budget. Proposed work includes street and bridge, water, wastewater and stormwater projects, PFAS remediation, vehicles and public-safety equipment, a fire station roof, security upgrades, and library windows. Funding sources include dedicated utility and street funds, ARPA interest, a federal grant, library donations, and PFAS settlement proceeds. The plan was presented for later budget consideration, not approved at this meeting; staff said the final CIP budget was scheduled for council action on December 21. Staff also said the police department had issued an RFP for a community-room upgrade, which could return to council before year-end, and that the city was seeking an engineering firm for the South 11th Street project while coordinating the scope with state and federal agencies. Council approved a $35,301 budget adjustment to the TIF 3 North 11th Street Fund and approved a property purchase at 629 11th Street, authorizing the city manager to execute documents with minor attorney modifications.

Council discussed the proposed $55,000 Flock license-plate-reader item and the city’s existing five-year contract, reportedly signed in 2024. No cancellation or contract change was decided; staff described shorter data retention, monthly audits, and possible agreements with other agencies accessing the cameras. Council also approved the 2027 regular-meeting calendar after an amendment to add an October budget meeting failed. No contract award was made during the meeting.
