At its October 26, 2026 meeting, Spartanburg City Council approved an amended agreement with Equity Plus LLC concerning Robert Smalls Apartments and the former Norris Ridge site. The agreement provides for a $1.75 million deposit into a city-controlled account within 15 calendar days, with city approval required for expenditures, primarily to repair Robert Smalls and secure and prepare the Norris Ridge site. Council discussed oversight concerns and the city’s one-year option to purchase Norris Ridge for $1.8 million, then approved the resolution. Council also approved a no-cash property exchange to support the Morgan Square renovation and approved an ordinance to proceed with hospitality-tax-backed special obligation bonds. The Morgan Square project is estimated at $18.2 million; the ordinance authorizes up to $19.75 million, with the final bond amount to be determined later. Staff said existing programs and hospitality-tax grants are not expected to be reduced.

Council awarded the Greenville Branch stream stabilization project bid to responsive low bidder Crescent Industries of Appling, South Carolina, for $1,506,202. Five bids were received, and the roughly 1,300-foot project is expected to take about 180 days; a Rural Infrastructure Authority grant will fund the work. Council also approved a motion to refer to the project as the Spartanburg Branch stream stabilization project. No other contract awards or purchasing decisions were identified.
