Regular Garden City City Council meeting (GCTVHD), October 26, 2026. Council approved the annual road-salt purchase through the State of Michigan contract: 1,400 tons from Detroit Salt Company at $66.94 per ton, for a not-to-exceed amount of $112,460. The city is required to purchase 80% of the order and may purchase up to 20% more if needed. The motion passed 6โ€“0. Council also approved a four-year extension for emergency, as-needed water and sewer repair services with Bittagear Contractors Inc. at the existing 2018 unit prices (6โ€“0), and awarded the Kiwanis Park racquetball/handball court demolition contract to the lowest of 11 bidders, Three Ten Group, for up to $10,800 (6โ€“0). A council member raised concerns about delays on a paving project and suggested adding timelines to future contracts; no related action was taken.

A public hearing considered a planned-development rezoning for a proposed four-story mixed-use building on Ford Road, including 20 apartments and retail space. Residents raised concerns about height, neighborhood fit, traffic, parking, and outreach; the matter was not decided, with further review anticipated. A proposed ordinance to ban kratom failed for lack of a second, and council members indicated they wanted more information and may revisit the issue. In closed session, council voted unanimously to partially grant a FOIA fee appeal, reducing the fee from $50 to $40 and upholding the cityโ€™s redactions.
