The Whatcom County Incarceration Prevention and Reduction Task Force met on October 26, 2026. Sheriff Tanksley reviewed jail capacity and booking restrictions, noting a maximum capacity of 427 beds, a safe operating level of about 300, and that the tiered restrictions have been in place since February 2025. He reported that the jail booked more people in 2025 than in any year since 2019 while maintaining safe population levels. Members discussed court-related jail bed use, booking data, electronic monitoring and diversion alternatives; the Sheriff agreed to share additional booking data and presentation materials. The task force also considered its goals and priorities, with support for an in-person retreat before February 2027 and possible state legislative engagement.
The county reported that a draft interlocal agreement for the shared jail facility was completed and sent to County Council, with council consideration expected the following day; the agreement would extend city contributions toward the facility. The county also noted that long-lead purchases are being considered to manage costs, that major contracts are forthcoming, and that debt authorization will be needed. No contract award or procurement vote occurred at this meeting. Members discussed a proposed process for reviewing amendments to the Justice Project Implementation Plan, but deferred further consideration to the steering committee and the next full task force meeting. A 50% schematic design presentation for the facility is anticipated in November.
