The October 27, 2026, Belton City Council meeting included several spending and funding decisions. The council approved a resolution renewing Aetna medical coverage effective January 1, 2027, with a 2.7% increase; the dental increase was reported as 10.8%. It also approved services for illuminated overhead street-name signs from Whatever It Takes Electrical Contractors LLC; discussion addressed a $10,000 budget shortfall for the project and use of available funds in the flasher account. The council approved the 2027 household hazardous-waste program agreement with the Mid-America Regional Council, with Belton and Raytown sharing the cost equally, and authorized redemption of part of the 2019 general-obligation bonds. A first reading establishing the Uptown Belton Community Improvement District passed; the district can fund eligible improvements through a 1% sales tax and special assessments within its boundaries, without drawing on city revenues.
The city manager presented options for City Hall and the Annex, estimating about $2 million for repairs and nearly $4 million for broader renovations that could provide a roughly five-to-seven-year interim solution; no funding or construction decision was made. The council also approved land-use and development measures for projects at 800 QuickTrip Way and at B and Chestnut Streets. Other discussion included possible future funding for replastering the lap pool, proposed local regulation of kratom products, and code-enforcement practices. A resident raised records-access and privacy concerns about automated license-plate-reader searches and requested a fee waiver for records related to the North Cass Parkway extension, a public project described as exceeding $5.3 million; no fee-waiver motion was made.
