The City of Burlington, Iowa, held a City Council work session on October 26, 2026. A consultant from MSA updated the council on the comprehensive and parks plans, including public engagement and work underway to assess housing, infrastructure, downtown investment, parks, and recreation priorities. The consultant said the plans will help prioritize existing capital improvement projects and inform future funding and phasing; no contract award or spending decision was made during the update. The council also discussed a November 3 referendum seeking voter approval for up to $7 million in general-obligation bonds for a municipal pool. The proposed concept includes accessibility and facility improvements, and the estimated tax impact was stated as $25.76 per $100,000 of property valuation. The city emphasized that the pool will not proceed without voter approval and that any unused fire-station bond proceeds are restricted to authorized purposes unless formally reallocated.

Procurement and funding items included a proposed November 2 consent-agenda agreement with HR Green for wastewater-treatment-facility consulting services, not to exceed $30,000, and a proposed low-bid award of $38,045 to EOC Environmental Group for underground storage tank removal at the Klein Center site; staff said a DNR grant of up to $15,000 may be available, subject to funding. These were presented for upcoming council consideration, not approved at this work session. Staff also previewed an amendment expanding the urban renewal area to allow potential future tax increment financing for redevelopment or infrastructure, and a planned municipal-code amendment to adopt fire-code provisions for energy-storage systems. No procurement votes or awards were recorded during the session.
