The City of Burlington, Iowa, held a City Council work session on October 26, 2026. Consultants from MSA updated the council on the comprehensive plan and parks and recreation master plan, including public engagement and emerging priorities such as housing, downtown investment, park upgrades, trail connections, and aging infrastructure. Staff said future recommendations and a draft prioritization will inform the city’s capital improvement planning; no related spending decision was made. The council also reviewed the upcoming referendum on borrowing up to $7 million for a municipal pool, with a current concept estimate of $6.7 million and a projected earliest opening in summer 2028 if approved. The vote was scheduled for November 3; no referendum vote occurred at this work session.
Procurement and funding items were previewed for future council action. The November 2 agenda is expected to include approval of a bid to remove an underground storage tank at 2910 Madison Avenue: the low bid was $38,000 from Eocene Environmental Group, with city demolition-program funds and a possible $15,000 DNR grant identified as funding sources. The consent agenda is also expected to include a wastewater treatment facility consulting agreement with HR Green, not to exceed $30,000 for July 2026–June 2027. The council discussed a proposed urban renewal area expansion that could enable future TIF use for redevelopment or infrastructure, and was asked to hold the public hearing while delaying the related resolution and ordinance until agricultural-landowner consents are addressed. No spending or procurement votes were taken during the work session.
