The Minneapolis City Council’s regular meeting on October 29, 2026, addressed budget priorities, government restructuring, licensing fees, and several contracts and infrastructure projects. A nonbinding resolution to direct potential savings from government restructuring toward property-tax relief and service restorations passed 9–4. The council also approved a procurement authorization for contracts over $5,000 and up to $175,000 when a department has exceeded its budgeted appropriation (11–2). A 2027 rental-license fee schedule using a 90% cost-recovery approach passed; the city estimated it would generate $6,134,122, including four staff positions to administer high-risk rental licenses. The council approved the related high-risk licensing fee amendment, with the fee schedule and amendment passing 12–0.

Approved committee reports included contracts with Health Equity for benefit administration and Code4 LLC for CAD and mobile-safety-system support; a sole bid for heavy-truck and equipment bodywork; an amendment to Manger Construction Companies’ Newton Avenue sanitary-sewer reconstruction contract; and a planning, engineering, and design contract with Toltz King Duvall Anderson & Associates for the Camden rail-crossing project. Other approved items included agreements for the North Side Greenway and stormwater improvements. On behavioral-crisis-response procurement, the council failed to override the mayor’s veto of the denial of a Community Bridges, Inc. contract and referred that contract back to staff. It also failed to override the veto of a procurement-policy waiver related to Canopy Roots LLC, then passed a separate 12-month waiver motion (8–4).
