The Minneapolis City Council Budget Committee met on October 26, 2026, to review the Mayor’s recommended 2027 budgets for Performance Management and Innovation (PMI) and Public Works. PMI’s proposed move into OPS would not change its core services, but two vacant FTE reductions would limit its capacity; PMI reported that it has no contracts and that its contractual-services budget line holds internal-service charges and funds temporarily set aside after a position reduction. The committee took no budget or procurement votes; the presentations were filed, and the meeting adjourned.

Public Works presented a proposed $516.5 million budget, with less than $77 million from the General Fund. The proposal includes $600,000 for the traffic-safety-camera pilot, funded through a one-time transfer from the parking fund to a special-revenue fund; the camera-management contract is with Novo Global. Proposed reductions include $50,000 from the Downtown Improvement District public-safety partnership and $100,000 from the Urban Works consulting contract, which supports city-managed special service districts. Officials also reviewed Public Works’ $232 million in contractual services, including hauling and disposal, parking-ramp management, fleet rentals, construction support, and utility charges; many costs are offset by revenues or are internal city charges. The budget proposes 4.75 FTE reductions and a voluntary seasonal snow-and-ice layoff pilot. Members asked about contract oversight, fleet purchasing, program costs, and the effects of staffing and contract reductions; no contract awards or purchasing approvals were made.
