The Minneapolis City Council Budget Committee met on October 26, 2026, to review budget oversight, public-safety funding, IT investments, and the mayor’s recommended 2027–2032 capital plan. The committee voted 11–0 to forward, without recommendation, a resolution that would revoke departments’ delegated authority to enter contracts of $5,000–$175,000 after exceeding their annual appropriations, requiring council approval for covered contracts in the following year. Members raised concerns about delays to essential services and the resolution’s timing and scope; the measure was sent to the full council for further refinement, not adopted at this meeting. The committee also approved transfers of $450,000 in public safety aid to MPD for domestic-violence navigators and $628,185 to the Neighborhood Safety Department for community-resource navigators. The latter service is planned as a contracted pilot for 2027–2028; its RFP was open through November 10, 2026.
Budget presentations included a proposed IT budget of just over $50 million for 2027, compared with just over $48 million in 2026, and a recommended Technology Improvement Plan allocation of $11.85 million for 2027. Projects include $2.5 million for the 311 replacement platform, a data-modernization initiative for which the city had issued an RFI, and the Workday ERP project, with program management services from Barry Dunn and system-integration services from Guidehouse. The committee also reviewed a six-year capital plan of approximately $1.76 billion, including $359 million recommended for 2027, covering public works, facilities, parks, and technology projects. The city reported selecting OneC IT Solutions through an earlier RFP for data-center services. No final contract awards were made on the capital or technology items during this meeting; presentations were filed for the budget process.
