The Binghamton Local Development Corporation meeting on October 23, 2026, reviewed July–September treasury reports and project updates. The board approved Resolution 27-1, conditionally allocating remaining façade-program funds to backup projects that can be completed before the December 31 spending deadline; staff may deploy a small remaining balance in December if needed. It also approved Resolution 27-2, accepting Chase Construction Services’ recommendation to accept two proposals for renovation work at 11–13 Court Street. No proposal amounts or contractor names were stated. The Boscobel project update noted ongoing construction-related work and efforts to resolve elevator issues at the Water Street garage.

The mayor reported a $4.9 million transportation-alternatives grant for infrastructure improvements, in addition to $2.5 million awarded through the DRI. An RFQ is currently out for an engineering and landscape-architecture firm to plan streetscape improvements, with design anticipated in 2027 and bidding in 2028. The city also has demolition bids for Binghamton Plaza redevelopment. The 2027 city budget was nearing completion, with funding for the Southside Medical District among the planned items, though the budget had not yet received final approval. July treasury reporting noted spending on the FAST Act project; no specific contract awards or dollar amounts for the BLDC resolutions were provided.
