Henrico County Public Schools’ School Board Work Session on October 22, 2026, included a first review of the proposed FY 2027–28 Capital Improvement Plan (CIP). Staff requested $35 million, a $6 million increase over the FY 2026–27 allocation of $29 million; the proposal includes maintaining $20 million for mechanical systems, $2 million for technology, $6 million for buses, and $1 million for playgrounds, as well as restoring dedicated roofing funding to its prior level. Staff described a county-partnered preventive-maintenance contract with eight vendors now working in schools, with purchase orders issued for some HVAC work. Projects identified through a facilities assessment are moving into design before bidding, and an RFP involving one vendor for a maintenance-process assessment was nearing completion. The board discussed aging facilities, roofing and mechanical needs, security fencing, playground costs, bus replacement and fuel costs, and requests for further information on project schedules and priorities. The CIP was presented for discussion only, with further board review planned for November before county review; no vote on the plan or procurement awards was taken. Staff also reported $6.15 million in bus grants—$3.45 million for alternative-fuel buses and $2.7 million for heavy-duty vehicles—which supported 20 electric and 10 propane buses.

The board also received a year-one update on the Journey to 2030 strategic plan and discussed academic progress, student wellness and behavior, staff retention, transportation concerns, nutrition access, and sustaining programs as grant funding ends. Board members asked staff to examine how resources and budgets align with student need, including opportunity schools and fresh-food offerings. The board voted on a personnel grievance resolution and a student religious exemption from compulsory attendance; neither involved procurement.
