The City of Greenville Design Review Board Urban Panel met on October 15, 2026. The board approved the meeting minutes and agenda, each by a 4–0 vote. It approved Certificate of Appropriateness CA 26-793, also 4–0, for the site plan and massing of the Falls Park Conference Center project on an approximately seven-acre site. The proposal includes a conference center, hotel and office space, housing, a roughly one-acre public park, and a parking deck of approximately 1,250 spaces. Approval covered the general site plan and massing; architectural and public-space details are to return for later review. Board members discussed whether some buildings could be taller, but offered that as guidance rather than a condition. The city’s master developer was identified as acting under contract with the city; no contract award, procurement vote, project budget, or dollar amount was discussed.

The board also reviewed phase-one site improvements associated with the Bons Secours arena, including a pedestrian promenade, plaza, landscaping, lighting, and artwork; the transcript does not clearly capture a final vote or disposition for that application. For CA 26-795, a proposed conversion of the former Bowater building into a 205-room hotel with two new towers, the board discussed design issues including the garage-screening material, lighting, and façade details. Staff noted that the proposed EIFS material is not allowed under the development code. At the applicant’s request, the board voted 4–0 to defer the application to its next meeting. These were design-review actions, not procurement decisions; no spending or purchasing activity was identified.
