The October 20, 2026 Santa Ana City Council meeting addressed several contracts, development agreements, and infrastructure and regulatory items. On item 20, the council debated the city’s Lexipol police-policy manual maintenance and support agreement. A substitute motion to discontinue the agreement failed 3–4; the council then returned to the original motion to approve the agreement, but the transcript does not clearly capture the final vote. The council also approved a density bonus agreement for the Watermark Sanpoint mixed-use project at 200 East Sanpoint Avenue, including 13,887 square feet of commercial space, and approved a separate density bonus agreement for a 61-unit multifamily project at 4320 West First Street and 2011 South Mountain View Street, with three units designated affordable to very-low-income households. The latter passed 6–0, with one recusal. The 10th and Flower Street Park general-plan amendment passed 7–0. No contract dollar amounts were stated.

The council held a study session on a comprehensive zoning-code update, including proposed rules for industrial-residential areas, business uses, parking, and data centers; no final zoning-code action was taken. It also approved a first-reading bicycle and e-bike ordinance and advanced ordinances concerning drinking-water standards and water conservation. On automated license plate reader contracts with Flock Group and Motorola Solutions, council members requested information on system effectiveness, outside-agency access, and options to terminate or suspend the agreements; no cancellation decision was made, and a follow-up report was expected. The council also discussed a proposed resolution seeking state review of conditions at the Coach Royal mobile home park. Consent calendar items 7–19 passed, with a recorded no vote on item 16 and a recusal on item 10.
