The City of Bloomington, Indiana Board of Zoning Appeals met on October 22, 2026. The board considered petition ZR 2026090043, a request by Beacon Inc. and Gratus Development to phase the previously approved supportive-housing project at 1201 West 3rd Street. The proposed first phase would provide permanent supportive-housing apartments, case-management offices, and community space; the emergency shelter and day-center functions would be in phase two. The project’s first phase is estimated to cost about $8 million, including site work supporting phase two. The petitioner said approximately $14 million had been raised and that another roughly $4 million remained to be secured. A grant requires phase one to be leased up by March 31, 2028, and the petitioner said phase two may be initiated by 2029 but could not guarantee its funding or completion.

On a 4–0 vote, the board approved the phasing plan with the condition that if phase two has not been initiated by January 1, 2029, a new conditional-use approval will be required for that phase. Members discussed the possibility that phase two might not proceed and the resulting absence of shelter and day-center services; the petitioner said phase one would function independently. No contract award, vendor selection, or purchasing action was identified. The hearing-officer case listed on the agenda had already been approved and was not heard by the board.
