The Bloomington Economic Development Commission discussed redevelopment challenges around Seminary Park, including floodplain constraints, property-value declines, public-safety concerns, and site-compliance costs. Staff reported that property-tax appeals had reduced assessed value by nearly $17 million and tax revenue by $347,131. The commission considered a proposed five-year tax abatement to encourage investment and remediate blight in a designated area, with the shorter term intended to limit effects on the consolidated TIF. Members were supportive of pursuing an incentive but took no formal action; staff will provide boundary and floodplain maps for further discussion. Proposed UDO compliance amendments were also discussed as pending before City Council.
The meeting also reviewed existing business incentives, including Enterprise Zone grants of up to $10,000 for building improvements and safety/security, and a $1,000 minor-improvement grant. Staff described a Clear Creek Corridor feasibility study aimed at increasing stormwater capacity, and said research was underway to determine whether additional strategic sites need utility-service support. No contracts, vendor awards, or procurement approvals were identified. The commission deferred approval of minutes; City Council’s previously approved alcohol-permit expansion was reported as moving into application development.
