The Bloomington Utilities Service Board meeting on October 19, 2026, approved a memorandum of understanding with the Department of Economic and Sustainable Development to direct $20,000 of the utility’s approximately $100,000 annual stormwater-grant budget to residential stormwater projects such as rain gardens. The utility expects to retain about $80,000 for larger post-construction stormwater needs, including maintenance or rehabilitation of detention features. Members discussed inspections, private owners’ maintenance responsibilities, and the possibility of continuing the partnership; the MOU was approved by vote.

The board also approved a fourth amendment to the agreement with VET Environmental Engineering LLC, extending services through July 30, 2027, for work related to discovery in ongoing litigation; no amendment amount was stated. It approved a service agreement with Clark Dietz Incorporated for engineering support and project design, with work authorized project by project and the agreement extending through the end of 2028. An on-call engineering services agreement with Wessler Engineering for $225,000 was approved, with renewal terms covering 2026–2029. Separately, the board approved routine invoices, utility bills, customer refunds, a special check run, and wire transfers totaling $569,396.35. A $61,000 attorney-fee item associated with the litigation was discussed, with staff noting that discovery is ongoing and settlement discussions have not begun.
