Monroeville’s first public budget hearing for the October 2026 budget, held October 23, focused on the proposed 2027 budget and departmental requests. The municipal manager reported a projected $4.97 million funding gap and about $5.46 million in capital investment needs, recommended no tax increase for the coming year, and proposed using OPEB funds for eligible expenses and fund balance to support the budget. He warned that relying on reserves and OPEB is not sustainable and said the municipality would need to consider future revenue changes, service adjustments, or savings. The adopted capital plan would also help the municipality pursue grants, which require matching funds. No budget or procurement award was approved at this hearing; the only motion was to adjourn.

Department presentations covered several purchasing and capital needs. The senior center reported completion of a renovation costing about $356,000 and identified an emergency public-address system as a future capital request. Fire officials proposed funding for replacement firefighting foam, protective gear, vehicle and equipment repairs, and training. EMS requested increased funding for medical equipment and a service contract for stretchers and loading systems; officials discussed approximately $26,658 annually for the contract and the municipality managing the arrangement. Finance said its previously selected software is being implemented, with a target go-live date of March 1, and that a banking RFP would be revisited next year after an earlier effort was deferred. IT also discussed ongoing software and cybersecurity costs. No solicitation or contract award was made.
