Cleveland City Council’s Development, Planning and Sustainability Committee held the second day of its HUD block-grant budget and program review on October 23, 2026. No motions or votes on procurement were reported. The committee reviewed housing, homelessness, HIV-related housing assistance, and senior chore services, including federal funding requirements and administrative limits. The city’s HOME allocation is typically about $4–6 million annually; 2025 HOME spending of approximately $9.6 million was reported as supporting 59 units and leveraging 511 affordable units and nearly $177 million in total investment. Staff said they are auditing HOME funds and prior soft awards. Members also discussed the city’s housing goals, geographic equity, and whether housing outcomes should be tracked through clearer citywide metrics.

The ESG allocation was $1.76 million last year and is expected to be about $1.72 million for the coming year; 20 applications for the next grant cycle have been received, but funding decisions remain pending. HOPWA funding was described as roughly $2.5 million, with about $275,000 in CDBG match funding, supporting partner organizations’ housing and related services. The Department of Aging reported about $280,000 in annual CDBG support for its chore program, with a total program budget just over $400,000; it has used small contractors for some services and expects to seek bids for snow-path shoveling. These were program and funding discussions, not contract awards.
