The Municipality of Anchorage Assembly’s FY2027 proposed-budget work session was held Friday, October 23, 2026. The administration described a roughly $15 million budget gap addressed in the proposal with one-time funds, reduced contractual services, and vacant-position changes; the proposed budget was reported to be $34,000 below the tax cap. Members reviewed possible service reductions as scenarios only, not adopted cuts, and discussed the tradeoffs involved. No motions or votes were taken. Procurement-related discussion included a potential future rebid of the Anchorage Safety Patrol contract, a fire department academy estimated at about $2 million, and the Anchor Rides contract, estimated at $6.5–7 million, with a projected $1.5–1.6 million increase not included in the proposed budget. A feasibility review found contracting Anchor Rides out is currently less costly than bringing it in-house. The Economic and Community Development budget also includes a $120,000 increase for its EZRI GIS service contract, and Development Services expects new permitting software in the coming year, with its costs accounted for in the budget.
Capital requests included a proposed $3.75 million bond request for APD vehicles and a separate Elmore Station parking-lot project; staff said the vehicle request is intended to support sustainable fleet replacement, but members noted that voter approval is uncertain. Project Management and Engineering presented about $43.5 million in bond-related requests, $19.9 million in state-related requests, and $600,000 from other sources for road and related projects. The administration explained that project lists are prioritized through staff scoring and review, and that bond and capital proposals remain subject to the Assembly’s later budget and ballot processes. The budget also proposes making seven heavy-equipment-operator positions permanent for in-house snow removal, with a corresponding reduction in contracted snow-removal work. Members raised questions about how limited staffing affects project delivery and how to prioritize state funding requests. The session identified no contract awards or bid approvals.
