The City of Geneva, Illinois Planning and Zoning Commission held a concept review on October 22, 2026, for NorthPoint Development’s proposed 44-unit affordable senior housing project on a vacant lot at Blackberry Drive. Staff noted that senior housing is a special use in the site’s B1 zoning district and that the city’s comprehensive and affordable housing plans identify the location as suitable for senior housing. The proposal includes a three-story building, approximately one parking space per unit, shared indoor and outdoor amenities, and universal-design features. The developer said the project would pursue Low-Income Housing Tax Credit (LIHTC) funding; no project cost or contract award was discussed.

Commissioners generally supported further development of the proposal while offering feedback on building placement, outdoor space, connections to nearby homes and amenities, parking and visitor parking, drainage, and possible shared access or parking arrangements. The project may require a special-use permit, and changes to the PUD or zoning requirements could be considered as it advances. The applicant said it would proceed with its funding application and refine the plans; no procurement action, spending vote, or contract approval occurred. The commission separately approved its agenda and prior meeting minutes and voted to adjourn.
