The Rapid City Legal & Finance Committee met on October 28, 2026. The committee approved consent items 1–10 except item 3, then approved item 3 authorizing acceptance of a $7.125 million U.S. Department of Transportation Federal Highway Administration National Scenic Byways grant for Skyline Drive improvements. The grant will add funding to the city’s capital improvement program. The committee also approved a resolution increasing sewer-backup cleanup assistance from $4 to $8 per square foot, with an amendment allowing homeowners to receive up to $500 in reimbursement for installing a backflow preventer upon proof of installation. It approved an ordinance moving the Community Enrichment Division within the city’s organizational structure and a second-reading ordinance to carry 2025-budgeted purchase-order funds into 2026 after the orders were closed out; no dollar amount for that carryforward was stated.
Staff presented the city’s process for reviewing sidewalk variance requests, and members discussed a possible fee in lieu of sidewalk construction; the city attorney said the office is reviewing its legality, with no decision taken. The city attorney also provided the annual open-meetings-law presentation. Members discussed a resolution to move general public comment to after consent, non-consent, and public-hearing items; the transcript does not capture a final vote. No vendor selection or contract award was identified.
