The City of Moscow Administrative Committee met October 26, 2026. It recommended approval of JUB’s Task Order No. 30 for preliminary engineering design and a phased implementation plan for downtown streetscape improvements, at a cost of $271,980. The work will develop a 30% design for improvements along Main Street and nearby streets, including pedestrian amenities, lighting, trees, landscaping, irrigation, and public art. The city has $200,000 budgeted for the design and is preparing a cost-sharing agreement with the Moscow Urban Renewal Agency for contributions of up to $4,255,517 from FY2027 through FY2032. Staff described the overall project estimate as roughly $7 million, with the design expected to refine costs and phasing; construction is planned in phases, with business and public outreach. The committee indicated the task order should proceed on the regular agenda.

The committee also recommended approval of the Park Valley final plat and its development and monumentation agreements, and the Sierra Vista final plat and PUD and related agreements. Sierra Vista’s monumentation agreement includes a $1,500 security for property pins. It supported a replacement permanent utility easement for Avista, needed to relocate a utility and advance a bridge-replacement project supported by a 2024 grant. The committee also reviewed proposed holiday and overtime personnel-policy amendments, which were to be placed on the consent agenda as a resolution; no procurement activity was identified for that item.
