The October 23, 2026 Lake Worth Beach City Commission pre-agenda workshop focused on upcoming utility and spending items. Staff described a utility reliability project to improve the speed of power rerouting and outage isolation. Officials clarified that a proposed consolidated utility revenue-bond reauthorization would not issue new bonds; it would reallocate residual funds from completed projects to support an upcoming contract. A monitoring-well replacement project had received no bids on its first solicitation and one bid on its second, which was higher than anticipated. The project uses ARPA funding, and staff said the work was expected to proceed pending Commission action. The Commission also requested a Finance report on remaining ARPA funds and discussed progress on South Palm Park pipe cleaning and a related flow study. No votes were taken at the workshop.
Commissioners discussed the proposed Compass lease, including annual rent of $31,536 ($2,628 monthly), an annual $1,440 rent increase, and the City’s responsibility for repairs over $5,000. One commissioner requested records on City leases, building maintenance costs, and Compass’s claimed in-kind services; the lease remained for consideration at the upcoming Commission meeting. The workshop also covered a proposed employment agreement for Susan Collins, with disagreement over advertised leave and severance terms, and a negotiated bargaining-unit COLA item described as increasing the budget by nearly $1 million. These items were not approved at the workshop.
